PURPOSE

A working symposium to drill down the precise requirements for driving nanotechnology to our military and commercial marketplaces. The opportunities, priorities, challenges, and gaps in the nano-commercialization process will be identified and explored. Then, through collaboration among the participants a ‘Best in Class’ plan will be produced for rapidly pushing nanotechnology where it is most needed.

NANOTEC2008 will show how nanotechnology can lead to the development of a new generation of products, devices and processes which can revolutionise sectors of great relevance. The agenda will mirror the objectives of the Strategic Programme launched by the Italian Government, Industry 2015, which focus also on themes that are at the front line at world level:

• Energy efficiency;
• Sustainable mobility;
• New technologies for life sciences;
• New technologies for Made in Italy;
• Innovative technologies to preserve the cultural heritage.

Nanotechnology, the ability to observe and manipulate matter at nanoscale, in the range between 1 and 100 nanometres, is considered one of the drivers capable of shaping the technological evolution of the XXI Century. In the past years all over the world increasing human and economical resources have been devoted to this sector. Nano-related products are already available on the market, but the full impact of nanotechnology has yet to be realised. The expectations are high.

NANOTEC2008, jointly organised by Airi/Nanotec IT, Veneto Nanotech and Regione Veneto, intends to:

• Give a comprehensive picture of nanotechnology at Italian level in relation to activity, perspectives and needs, in comparison to what happens in other countries;
• Present the latest developments and trends in terms of R&D, applications and governance at world level;
• Offer the opportunity for a debate amongst representatives of industry, public research and governmental bodies;
• Stimulate initiatives of cooperation, coordination and support aimed to promote and make more effective the efforts in this field.

• New technologies for Made in Italy;
• Innovative technologies to preserve the cultural heritage.

A session will be specifically devoted to the responsible development of nanotechnology, crucial for the success of this technology.

Together we are designing buildings using nanomaterials including carbon nanotubes, quantum dot displays, and nanosensors to create new kinds of environments not limited by the constraints of traditional materials. Aware that these radical materials fundamentally alter the relationship between building, users, and environment, we are integrating a detailed examination of the social, ethical and environmental side-effects of nanotechnology into our investigation. The overall aim of this Co-ordination Action is both, firstly, to anticipate the societal and ethical issues likely to arise as nanobiotechnologies develop and, secondly, to use the lessons from the European GM debate to respond pro-actively and responsibly to the probable public, media and political concerns.

This is an interdisciplinary ethics research and communication project with the objectives to:

* bring together the key relevant players in the field including committed ethicists, social scientists, nanobiotechnologists, communication specialists, SMEs and major companies using nanobiotechnology,
* horizon-scan for the scientific and commercial developments likely to cause public and political concern
* clarify the ethical issues involved or as they arise, and recommend and carry out strategies for public communication to address the emerging questions
* take on board the experiences and lessons learned from the European GM debate of the last decade and apply them with this project to the nanobiotechnology discussions
* incorporate the recommendations of the European Commission’s Communication “Towards a European Strategy for Nanotechnology” and the results of its Nanoforum public consultation which surveyed European public opinion on these issues
* prepare for the relevant actions in the European Commission’s Action Plan for Nanotechnology to be published in Spring 2005 and the Technology Platform on Nanotechnology foreseen in its Seventh Framework Programme commencing in 2006

The Nanoethics Group to Evaluate Case for More Regulations at ICNT 2006

Several objections to stronger laws in nanotechnology considered, including business interests and self-regulation option

SANTA BARBARA, CA – October 30, 2006 – The Nanoethics Group today announced that it has been invited to speak later this week at the International Congress of Nanotechnology (ICNT) in San Francisco, one of the industry’s largest global gatherings. Patrick Lin, Ph.D., research director for The Nanoethics Group, will make his presentation “Nanotechnology Bound: Evaluating the Case for More Regulation” on November 2 at 3:30 pm in the Environmental, Social, Health & Safety track of the conference.

Dr. Lin will explain the argument for stricter laws and regulations in nanotechnology as well as evaluate its initial plausibility. He will then provide analysis for five main objections to the argument, which are: (1) Other Harms objection; (2) Self-Regulation objection; (3) Status Quo objection; (4) Precautionary Principle objection; and (5) Ordinary Materials objection. His conclusion is that the “stricter law” argument seems defensible, but political realities and other resistance may require an interim or compromise solution to be implemented, perhaps until an actual victim is identified who has been harmed by nanoparticles.

“There’s understandably an increasing focus on the environmental, health and safety (EHS) impact of nanotechnology,” said Dr. Lin. “But it’s important to be careful that proposing new or stronger regulations is not just a ‘knee-jerk’ reflex – especially in the US where we tend to litigate and legislate our problems – since there are significant costs attached to them for business and society. Our presentation is designed to help untangle and evaluate the myriad claims that have been thrown out there, both for and against stricter laws.”

Held in San Francisco from October 30 to November 2, 2006, ICNT 2006 brings together leading minds in nanotechnology from all over the world, including more than 100 speakers from dozens of countries, and offers a valuable opportunity to network with top industry professionals and researchers. The event covers a broad spectrum of topics in the emerging field of nanotechnology, from the latest research and development to nanoethics to venture-capital investment and more. ICNT is the annual meeting of the International Association of Nanotechnology, a non-profit association based in Sacramento, California. What makes us different is that, where other organizations have already made up their minds either for or against nanotechnology, we have no agenda other than to keep an open mind and go where analysis & common sense lead us.

The Nanoethics Group also approaches ethical and policy issues in nanotechnology from an opposite direction. In contrast to scientists who comment on matters of philosophy, we are professional ethicists with the right business and scientific background to share insights into the discipline we know best.

Unlike industry insiders, we have no stake either way and are accountable only to reason. Our emotional distance from the fray enables us to offer an objective eye to the debate. In fact, we actively seek and evaluate differing opinions, knowing that a free market of ideas gives us the best chance to arrive at the right conclusion.

Finally, we want to open up the issues to the people who will be most affected by nanotechnology: the ordinary person. Not just for technologists or academia, we want to engage the broader public now - instead of waiting for their last-minute panic and surprise that usually derails progress - by making complex issues accessible and more easily understood.
