Our researchers are focused on the revolutionary work being done at the nano-scale, the world of individual atoms or molecules. The main focus of our research is the integration of nano-scale devices and materials into complex nanosystems that are connected to the outside world. To facilitate the regulation of nanotechnology products, the Agency has formed a NanoTechnology Interest Group (NTIG) which is made up of representatives from all the Centers. The NTIG meets quarterly to ensure there is effective communication between the Centers. Most of the Centers also have working groups that establish the network between their different components.

Outreach is an important component of the NNI. One mechanism by which outreach is accomplished is through the National Nanotechnology Coordinating Office (NNCO), which serves as the point of contact on federal nanotechnology activities for government organizations, academia, industry, professional societies, foreign organizations, and others. An example of the mechanisms by which the NNCO communicates with interested parties is through its website (www.nano.gov).

Outreach activities aimed at state and local organizations are also an integral part of the NNI. Examples of states with state-funded nanotechnology programs in 2002 are New York, California, Illinois, Indiana, Oklahoma, Pennsylvania, Texas, Virginia and South Carolina. Other state programs, not specifically focused on nanotechnology, are also involved. For instance, Nanoscale Materials, Inc. was the first tenant in Kansas State Universitys K-State Research Park. The Experimental Program to Stimulate Competitive Research (EPSCoR) supports development of research infrastructure in less research-intensive states. For example, the state of Oklahoma has created the NanoNet, a network of Oklahoma scientists, engineers and students involved in developing three key types of systems: epitaxial nanostructures, colloidal particles, and connectors.

Outreach to a broad cross-section of industry is another objective of the NNI. For exam-ple, the NSET Subcommittee, with DOCТ’s Office of International Technology Policy and Pro-grams, is organizing a series of four regional workshops with the goals of increasing industry awareness of pending nanotechnology developments and addressing scientific and technical deficiencies that are limiting industrial commer-cialization of nanotechnology. The first workshop (western region) was held on Sept 10, 2001 at UCLA. The second (southern region) was held in Houston, Texas on May 23, 2002. Additional meetings are to be held in the midwestern and eastern regions.

Through the NNCO, as well as the participating agencies, the NNI maintains close ties with professional societies, as a valuable means of disseminating information on current activities, promoting education for nanoscale science and technology, and as a source for insight on opportunities for future research. In addition, the considerable worldwide investment in nanotechnology requires active outreach by the U.S. program to activities in other countries to collaborate with and learn from research being conducted abroad.

The NCI believes that the NCL's activities will markedly speed the development of nanotechnology-based products for cancer patients, reduce the risk of doing so, and encourage private-sector investment in this promising area of technology development. By achieving its goals the NCL will provide a comprehensive set of baseline characterization parameters that will enable cancer biologists, drug and diagnostic developers, and clinical oncologists to apply their tools to solving problems that most affect cancer patients. This work will also lay a scientific foundation that will enable the FDA to make sound decisions concerning the testing and approval of nanoscale cancer diagnostics, imaging agents, and therapeutics.

EPA has taken a leadership role in planning research directions for the environmental applications and implications of nanotechnology - through its own research programs and participation in the interagency Nanoscale Science, Engineering, and Technology subcommittee of the White House Office of Science and Technology Policy, National Science and Technology Council.

EPA’s nanotechnology efforts conducted by the Office of Research and Development (ORD) include the following:

ORD’s National Center for Environmental Research, through the Science to Achieve Results program, EPA has funded 32 research grants for more than $11 million in the applications of nanotechnology to protect the environment including the following: development of low-cost, rapid, and simplified methods of removing toxic contaminants from surface water; new sensors that are more sensitive for measuring pollutants; green manufacturing of nanomaterials; and , more efficient, selective catalysts. At least one project is moving rapidly toward commercial application - zero-valent iron nanoparticles have been modified so that they can be used to reduce chlorinated organics in contaminated ground-water sites. http://www.epa.gov/ncer

Twelve recently selected research projects focus on studying the possible harmful effects of manufactured nanomaterials, i.e., toxicity, fate, transport and transformation, and exposure and bioaccumulation. A new research solicitation for 2005 was announced collaboration with two other federal agencies to study the health and environmental effects of manufactured nanomaterials.

Through its Small Business Innovation Research Program , EPA awarded contracts to over 20 small companies to develop and commercialize nanomaterials and clean technologies. Recently, an SBIR company demonstrated an activated carbon nanofiber filter with large surface area that more efficiently removes volatile organic compounds and particles smaller than 3 μm from engine exhaust, power generators, and indoor air.

A number of research projects in ORD laboratories are being conducted including the following: nanostructured photocatalysts as green alternatives to oxygenation of hydrocarbons; using nanomaterials as adsorbents, membranes and catalysts to control air pollution and emissions; and, the effects of ultrafine particulate matter that could help inform the research on manufactured nanomaterials.

The AML’s Nanofabrication Facility, for example, will enable development, prototyping, and evaluation of dimensional references, specialized test structures, and nanotechnology tools and devices basic to efficient processing of real-world products containing essential nanotechnology components. To be operated as a user facility, it will provide NIST’s collaborators with access to expensive nanofabrication tools and specialized expertise in a shared-cost environment.

Freed from disruptive environmental influences, NIST scientists and engineers aim to develop tools and methods that will permit now extraordinary laboratory accomplishments to progress to the level of practical applications. For example, in ongoing and planned projects, researchers will:

* Demonstrate capabilities for preprogrammed, automated assembly of thousands of atoms into complex working structures, revealing the physical principles and key variables that define “bottom-up” nanomanufacturing processes.
* Greatly increase the range and accuracy of NIST's high-precision, laser-based capabilities for calibrating light detectors, delivering an improvement in “visual perception” vital to industries ranging from electronic displays to automobiles and research applications ranging from environmental sensing to astronomy.
* Develop and demonstrate the technologies and underpinning measurement methods required to position, manipulate, assemble, manufacture, and integrate across scales ranging from nanometers to millimeters—or from the nanoscopic to the macroscopic. Examples include positioners, sensors, and actuators, as well as design tools, modeling methods, data exchange formats, image analysis techniques, and control system architectures.
* Develop a self-calibrating standard for capacitance—a measure of the ability to store an electrical charge—by counting and directing about 100 million electrons onto a plate of a cryogenic capacitor and then determining the voltage that develops. The result will be a commercial standard useful to many industries, including defense, and to basic research.
* Measure and manipulate single molecules. Results of traditional chemical and biochemical experiments are an average of the behavior of millions or billions of molecules en masse. But in cells, proteins and other biomolecules often act one at a time. NIST’s single-molecule measurement and manipulation program is developing ultrasensitive techniques for directly probing and measuring individual molecules and controlling them in a single “lab on a chip.”
